This dialog is used to change the rates associated with a task item's activities. It is used by the Billing Properties tab of task items.
This is where you enter the a specific rate for an activity for the current task. The entered activity rate will apply to all task items below the current task item unless their activity rates are changed to override it.

Check if this activity is Billable
Regular Rate
Enter the regular rate for the activity.
